What a North Apopka Builder Rate Saves, and What the Kelly Park CDD Takes Back

In fiscal year 2025, the annual Community Development District charge on a Phase 2A lot at Kelly Park was $146.13. In fiscal 2026 it was $2,258.57 for a 52-foot lot. Nothing about the house changed between those two years. The district issued bonds, and the bond payments became part of the lot's yearly bill. For many years after that, the bill does not go back down.

That jump matters to anyone comparing a new home near Kelly Park with a resale elsewhere in Apopka. Builders in the area are advertising lower mortgage rates this fall. Those rates do lower the monthly payment. The CDD assessment on many of these lots then takes back a large share of that savings, and it keeps doing so long after the promotion ends.

The Bill That Changes After the Bonds Are Issued

The Kelly Park Community Development District covers the development that builders now sell as Crossroads at Kelly Park. In the district's 2025 bond memorandum, Dream Finders Homes is the Phase 2A builder and D.R. Horton is the Phase 2B builder. The bond paperwork calls the land "Crosswinds at Kelly Park." That's worth knowing if you search district records and the builder's name for the community doesn't come up.

Each lot's charge has two parts. Operations and maintenance, or O&M, pays for the district's upkeep and can change each year. Debt service repays the bonds that funded the infrastructure, and the district describes it as generally fixed. Here is how one product type, a Phase 2A 52-foot lot, has moved over three budgets:

Fiscal year O&M Debt service Total per lot
FY 2025 n/a n/a $146.13
FY 2026 $730.91 $1,527.65 $2,258.57
FY 2027, adopted $777.49 $1,527.65 $2,305.14

The district adopted the FY 2027 budget at a public hearing on July 17, 2026, and that budget took effect October 1. The same document shows the same pattern starting again. The district's planned future phases carry only a $147.55 O&M charge for FY 2027, with no debt service yet. Phase 2A carried almost the same small number in FY 2025, just before its bonds were issued.

Where the bill shows up matters too. Kelly Park's older phases are billed as non-ad-valorem charges on the Orange County tax bill. Phases 2A and 2B are still listed as "Off-Roll Assessments" in the FY 2027 adopted budget, so the district bills them directly. A buyer who estimates ownership costs from a county tax record could miss the charge entirely.

What the Rate Incentive Saves Each Month

The builder offers are real, and they are worth pricing carefully. Toll Brothers is advertising a 5.25% 30-year fixed rate, 5.51% APR, on select quick-move-in homes in Apopka. The rate goes through Toll Brothers Mortgage Company. Its terms list a payment factor of $5.52 per $1,000 financed. The Orlando Regional REALTOR® Association recorded an average rate of 6.7% for August 2026.

On a $400,000 loan, principal and interest at 5.25% comes to about $2,208 a month. At 6.7% it's about $2,582. The difference is about $370 a month, before taxes, insurance, HOA dues, or any CDD charge.

Now subtract the FY 2027 Kelly Park assessment for a Phase 2A 52-foot lot. $2,305.14 a year is about $192 a month, which uses up roughly half of that $370. The highest Phase 1B charge on the FY 2027 schedule is $2,486.69, or about $207 a month. The comparison isn't exact. Toll's rate offer and the Kelly Park district apply to different communities. The scale is what matters: a lower rate and a CDD charge often come in the same purchase, and they pull the monthly payment in opposite directions.

Toll's Bronson Peak sits inside The Ridge at Apopka Community Development District, which adopted its FY 2027 budget on July 28, 2026. Its Land Use 2 rates for FY 2027:

  • Single-family 55-foot lot: $2,027.60 a year, about $169 a month
  • Bungalow, 30 to 35 feet: $1,240.42 a year, about $103 a month
  • Townhome, 20-foot lot: $906.47 a year, about $76 a month

GrowthSpotter's report on the subdivision describes 18-foot townhomes in the Parcel 2 plan, while the district bills a 20-foot townhome class. The class assigned to a specific lot should be confirmed in writing. Assuming it from the marketing description isn't enough.

Five Weeks for the Offer, Nearly Thirty Years for the Bonds

The two costs run on very different timelines. Toll's 5.25% offer applies to contracts signed on or after September 25, 2026 that close by October 30, 2026. It requires at least 10% down, a 740 qualifying credit score, and a primary residence, and FHA and VA loans don't qualify. Hartizen Homes' Home for the Holidays promotion offers discounts and closing-cost help on select homes. The event page says savings end October 15, 2026, while its terms require signing a purchase agreement by October 31 and closing by November 30, 2026.

Dream Finders advertises rates starting at 5.49% at Crossroads at Kelly Park, with a 6.247% APR. The fine print on its Orlando sales-event page says the 5.49% rate comes from a builder-paid forward commitment that buys down the market rate. The advertised payment example is a 30-year FHA loan with a 640 FICO score. Incentives require financing through Jet HomeLoans, an affiliate of Dream Finders. The offer applies only to select inventory in select communities, with contracts written and closed by November 30, 2026. Toll's example assumes a 740 credit score and 10% down, so the two advertised rates assume different borrowers. Before comparing either one against an outside lender, get the loan estimate and read it line by line.

The bonds last much longer. Kelly Park's Series 2023 bonds mature November 1, 2053, and its Series 2025 bonds mature May 1, 2055. The Ridge at Apopka's Series 2022 bonds mature May 1, 2052, and its Series 2023 Parcel 2 bonds mature May 1, 2053. A Phase 2A buyer closing this month takes on debt service that runs about as long as a new 30-year mortgage.

The O&M portion has been going up. At Kelly Park, Phase 1 O&M rose from $777.57 in FY 2026 to $827.12 in FY 2027, and Phase 2A rose from $730.91 to $777.49. Debt service stayed exactly the same. Over time, the fixed bond payment stays put while the upkeep charge keeps rising.

It also matters at resale. Years from now, an owner selling a Kelly Park home will pass the remaining assessment to the next buyer. That buyer will compare the home against new construction going up somewhere else, which may come with its own incentives.

How This Changes the Resale Comparison

Not every north Apopka new build has a CDD. Hartizen's Eden Crest page says "No CDD Fees," and its single-family homes start at $474,990. Eden Crest townhomes start at $344,990. The research didn't confirm a CDD for The Oaks at Kelly Park, D.R. Horton's Sagewood, or Hartizen's Wekiva Springs Cove, and it didn't confirm that they have none. HOA dues for each community weren't published on the builder pages reviewed. Buyers should ask for both in writing.

The resale market across the region is also giving buyers some room. In August 2026, Orlando-area homes averaged 64 days on market, the same as in July. Inventory was 12,144 homes, or 4.9 months of supply. In ORRA's July 2026 member survey, 68% of local REALTORS® said they were seeing more seller concessions than a year earlier. These are regional figures, not Apopka-only numbers. They still mean a resale seller is often open to negotiation, and an older resale may carry no district debt at all.

Builders are adjusting prices too. At Crossroads at Kelly Park, D.R. Horton reduced one listed home from $430,990 to $419,997. Dream Finders lists savings of $52,000 on 5229 Waypointe Boulevard, priced at $484,991, and $45,000 on 5137 Blanket Flower Street. Comparing these homes with resale fairly means adding everything up: the rate after any buydown, the CDD charge for that lot's phase and width, any HOA dues, and taxes. Each of those changes the monthly cost.

Questions Buyers Ask About Kelly Park and Ridge Assessments

How do I find the CDD charge for a specific lot?

Find the lot's phase and product width, then look it up in the district's adopted budget for the current fiscal year. Kelly Park's FY 2027 schedule is posted on the Kelly Park CDD website, and the Ridge's documents are on The Ridge at Apopka CDD site. Confirm the classification with the builder's CDD disclosure before you sign.

Why does a prior-year tax bill not show the full charge?

Before bonds are issued for a phase, the lot may carry only a small O&M charge. That was $146.13 for Kelly Park Phase 2A in FY 2025. Phases 2A and 2B are also billed off the county tax roll, so their charges may not appear on county tax records at all.

Does the debt service portion ever go away?

It runs until the bonds mature, unless the lot's share is paid off early. At Kelly Park, Phase 1B shows a principal reduction paid at closing on December 3, 2024, which lowered its annual debt service. Ask the district and the builder whether a payoff is available for a given lot. Treat any figure they give you as information to discuss with your own tax and financial advisors, not as advice from this post.
